Dönemin en ünlü ustalarından. Elbistanın Sesi'ne göre 1886 Edirnekapı doğumlu, Eski Sahaflar'da dükkânı vardı. 1926'da Karadeniz Vapuru ile düzenlenen seyyar Türk sanatları sergisinde tesbih ustası olarak yer aldı ve Mudanya-Bandırma arasında bir tesbih tamamlayıp Atatürk'e hediye etti; Atatürk'ten takdirname aldı. Mustafa Düzgünman'ın 1958 tarihli manzumesi, vali mütekaidi Sedad (Erim) Bey'de mahfuz Halil Usta tesbihlerini ayrıntılı tasvir eder ve ustayı 'tesbihçiler kutbu' diye anar.
